Should Out of Towners Pay for Emergency Services?

A Dallas proposal involving visitors to pay for emergency services raises eyebrows.

Vivian Ho was featured in a web article and radio interview regarding a plan in Dallas to charge non-taxpayers for emergency services within the city that are funded by city taxes.  Ho says that it is fair to ask for payment for these public goods, but she warns that it may not help with the Dallas budget shortfall since it will likely be costly to collect the fees from the out of towners.
